Why the Framework Emerged
ICOS emerged from sustained contact with different civilisational systems and from the practical problem of making incompatible systems legible to one another. It was not developed in a single discipline or from a single tradition. It is the product of working across boundaries — institutional, cultural and analytical — and discovering that the tools available for understanding difference were either too shallow or too deterministic.
The framework is designed to be useful: to help decision-makers understand geopolitical behaviour before ideology turns it into noise, to help negotiators avoid handshake errors, and to help analysts find the layer at which a conflict actually originates.
